"limits" of permacomputing was intentionally a play on words
to me, permacomputing is about creatively working with limits, and choosing the right limits and invariants for the context at hand
if you define "permacomputing" software as using software from pre 2000s only, or text-only, or no-inline-links only, etc. then it is an interesting but limited genre
if you define "permacomputing" more expansively, as using appropriate technology for what you are trying to do, and not assuming endless resources or "more is better", then permacomputing is the study of a timeless approach to making software
